DescriptionIt says that the viceroyalty is on holiday but there isn't a way to take it off in the PR office

Does not show in either the last or next holiday when the holiday is active.

Add into the last holiday to show as "today" if the holiday is active.

Also, adding in to the PR screen to say "Holidays can not be cancelled and will end at reset.
